In the long-term we will help create a world where all people can move wherever they wish as long as they don’t impose an undue burden on the place to which they migrate.
States cannot restrict this flow except to assure public health and safety.
Migrants will have an obligation to learn the language and adapt to the culture of the state they choose to enter.
Because of historic and now incorrect objections it may take generations before the long-term goals of Radical Immigration are met. In the interim the developed nations should implement policies that:
Eliminate barriers to the flow of migrants from their neighbors.
Allow immigration at a rate not less than 1% of their population each year.
Sanction countries that restrict emigration.
